Stop Smart Scrolling

Can you add this funtion in future? (example in vertical smarty scrolling: if cursor is in the top scroll on top, if cursor is in the botton scroll bottom, if curso is in the center stop scrolling.
Or in auto scrolling stop funtion on cursor over the content (it's very nice for link or read text)
