When in IE , can you press F12 after that select the document to render from Quirks mode to IE9 standards?

Will everyone with IE 9 need to do this? I am on a Mac and will need to wait untill I visit someone with a pc.
I also noticed that my pictures are all squished on my cell phone.

It's on the inside pages under "Sports Preparedness" and "Services". The photos look pushed in making the horses look distorted.

I did this and then it works only for this session. When I open the page again from draemweaver I have to press F12 again and set the IE9 modus.
Do you have a permanent solution on a very short notice???
