There must be at least one layer (an absolute positioned DIV) on the page for Layer Genie to be active.

There are some tutorials included in the extension that are available by pressing the Help button in the Layer Genie dialogue, but I understand they are of no use to you if you don't know how to bring up the dialog for the first time. So I will explain the first steps here:

Open your document or start with a new, blank document in Dreamweaver

If you're working in an existing document, make sure your cursor is outside any TABLE element before choosing this option, because layers should not be placed within tables

Choose 'Insert Layer' from the Insert menu - a rectangle will be inserted in your document with a sort of 'tab' connected to it

Click on that 'tab' - the Properties panel now displays the properties for the just inserted layer, eg. LayerID (=name), L(eft), T(op), etc.

Drag the layer to the place where you want it to be or fill in some initial values for the 'left' and 'top' properties (syntax eg. 10px)

Make sure to clear the 'height' property if Dreamweaver put a value in there

Create and/or select the trigger object for the 'Show Layer Genie' behavior, eg. a link or an image

The 'Show Layer Genie' behavior should now be available in the Behaviors panel
Experiment with the settings available to you in the dialog, or press the Help button and read the tutorials....

Hope this helps.
