Is there some way to keep the parent menu(s) open until a link is clicked in a sub-menu? They close, & you have to go to the original image. Not good.Thanks much.

When you use Layer Genie to show a submenu, make sure that the checkbox 'Is Sub-level Of' is checked in the Show Layer Genie dialog and that you select the right parent menu from the corresponding dropdown.

Ok, take the original table with the rollover images. Add a layer with a table of links. Add LayerGenie to 1 of those links. This layer should stay open until a link is clicked, or @ mouse-over. The same as the sub-layers. Otherwise, the user has to return to the original image, & start over.

I'm sorry, but I stil don't understand what you're asking.
Can you maybe put an URL up somewhere that would show what you're trying to accomplish?

When you make the 'LayerDepts' layer appear when the mouse is over the menu option 'Departments', make sure you select the right parent layer for the submenu.
You've now assigned the submenu layer itself to be its own parent, but the parent needs to be the layer with ID 'LayerCityGov' (I think).
