when I put feed ticker extension on my page, the javascript code is not placed into the page. When I uload, it does not work. When I re-open the Page in dreamweaver, then, the code will be added to my page, is that an error?

So I always have to close and reopen my page?

Normally all the scripts should be added directly after you apply the Feed Ticker...

maybe you need to select it after you have inserted it - see on the inspector if all options are ok? Then save your page and everything should be on it.
