It Just Doesn't Work At All!

I am using 1.3. Dreamweaver 8 and my server is running Linux (Apahe Unix 2.2.9), PHP 5.2.6.I am redesigning an old site and trying to get the tooltips to work. All I need it to do is open a small html file. Nothing fancy, but it doesn't work at all! Not IE8 Shows that the page has errors and when I look at those compared to the page code...I don't see any issue.
It's based on a template page and Yes I've made sure all paths lead to the right files. It doesn't work locally or remote. Is there something simple that I'm missing?

Click the link near "The Designer Spotlight"
that is where the tip should appear. I renamed the Styles to styles.
PLEASE HELP?!?

Thanks for that. I noticed that code was placed in an editable region in the template and I moved it the Head position and now the tip appears, but now it comes up at the top of the page on the left and not next to the cursor. Any thoughts?
