Dreamweaver Template and Universal CSS Nviagtion Menu

It works great except for when I put the menu in to a template. Then it seems sporatic. It works on some pages and not others. The Menu is there, but it isn't dipalying using the CSS, only howing as text. The pages are all top level so far (they are all in the 'root' of the website) Not sure what I might be doing wrong.
