Using CSS Navigation Menu with DW Template

Don't understand how to make a nav menu in my DW template. I hit OK, and it doesn't seem to sync and automatically load css and java files. Therefore I get a menu with no formatting, colors,etc.
Is there a way to build a nav menu in my DW template so I don't have to create an individual menu for each page. Is there a way to copy the menu and 'paste' in each page.
Is there something i'm missing?
