Moving Text over a Static Background

OK, I could sit here and describe what I'm trying to do, or I could do this:

Look at the grey area, where the text scrolls up and down but the logo stays put. The
text doesnt leave the bounds of the background either. I need to figure out how to do this.
The site I'm working on is built in tables. Im a beginner, so please be gentle.
