If you need something to verify CreditCard processing for eCommerce, then you need a gateway, SSL, and cart system so that's a whole thing else.
If you need a Credit Card validation scheme for user inputting the card #, then try WA Validation Toolkit I like it a lot, has Zip code, and currency validation.
