Building Advanced Search Pages (W/ Dates)

I'm trying to build an application for a company that views Census reports and the most important thing is to have the capability to search by Dates and Date Ranges. I'm using Microsoft Access as the Database, and it is my understanding there are very specific ways in which you have to handle the date, I remember something about declaring the date with a #    . How do I insert a link in a layer to an anchor point in another layer that's hidden in the same frame?

Hi, Im new at this game, so if you think I'm an idiot that's cool. My question is this: I have two frames, in one are the navigation elements which show and hide the info layers in the other frame. I want to add links from specific words in some of the layers to anchors in other layers within that frame. Can this be done, since the layers don't have URLs? Also, I guess it's sort of similar, how do I add Previous and Next buttons to layers without URLs?
