The problem relates to the scroll bar which only appears when someone clicks within the panel - it's not obvious that there is a scroll option.
So I wondered whether it might be possible for the height of any given panel to vary automatically with the amount of content rather than for all panel to have the same fixed height. So maybe for the first panel the content needs 250px height, the second 300px, the third 350 etc - programmatically could the panel height cahnge to accommodate?

Unfortunately this is not possible. The scrollbars behavior (only appear when someone clicks within the panel) is because the sliding panels is copying the mobile devices scrollbar behaviors - it is the same there.
