In Maps scrollwheel can be used for zoom. When scolling a page, on reaching the map, it will zoom the map. Can it be changed to first having to click on the map to use scrollwheel zoom?

You just need to disable the "Allow Scroll wheel" option in order to disable the zoom on scroll.
There is no way to enable it when clicking on the map.
