After update to timepicker 1.1.1 - 24 hrs format not work

I used to work with 24 hrs format, After update timepicker to 1.1.1 it changes automatic, now when it supposed to be 13:00 shows 1:00 and so on.I can not figure how to change this.

If you use the old "dmxTimepicker.js" it works again. But every time I open my asp-page it gets updated to the new version that dont work. Luckily I have backed up that old file.
