With the old dreamweaver SB's we could insert and upload at the same time using Pure PHP v2. Any idea if V3 works with webassist mysqli extensions?

No, this is a quite old extension based on the old DW server behaviors, so it works only with them.
The extension has not been updated since 2015 and we do not have any plans to do so with this or any other ancient tools based on the deprecated DW server behaviors.
