I found this error reported on PayPal forums. The solution was to clear the cookies. It works, but not something I want to tell customers. Love your cart, hoping there is a resolution.

Hello Again...Can you please offer a status to this inquiry. If I cannot get it resolved, there is no use in having people shop to get frustrated. Have there been no other reports of this problem?

Hello David,
This error seems not to be caused by our extension, This is some issue with the paypal cookies. What are the cookies settings that you use for the shopping cart?

I kept the default directory "/". I recently changes the days from the default 30 to 1 which so far seems to be helping.
