What are the main differences between these two extensions? Is it just that the HTML5 Animate works better with the repeat regions of HTML5 Data Bindings?

Advanced CSS Animator is a more complex tool allowing you to animate your HTML elements on the page, applying your own animation settings on different events(onclick, onhover, onload etc) as a behavior
HTML5 Animate CSS is based on the animate.css library that has a large set of animations ready out the box that you can use to animate your HTML elements on page load or create a reveal on scroll animations.
More - HTML5 Animate CSS is fully integrated with the HTML5 Data Bindings repeat and detail regions.
