Vista Worse For User Efficiency Than XP
Despite Microsoft’s efforts to provide for a more fluid and agreeable interface with Vista’s Aero, Pfeiffer Consulting found Vista to be even worse than Windows XP (SP2) --and of course Mac OS X.
Pfeiffer Consulting advises to think very carefully before migrating or upgrading to Windows Vista in the creative department. Their benchmarks show that creative professionals will actually become less productive than they would be when using Windows XP.

Pfeiffer Report conducted tests on different HW
Although the report states that hardware "usually" doesn't effect these kinds of tests, I would have to be a little wary and not leap to totally trashing Vista (just yet).
I would like to know if the hardware has been optimized for Vista. I would have to assume that the systems running XP and Mac OS X are optimized. If not, that might explain why the menu performance is slower.
The mouse performance numbers seem to be the most troubling for Vista. Does hardware enter into this? I think they are using standard Dell systems... are the mice that come with these systems of poor quality? I would hope that they would use a high quality mouse for the tests.
Just food for thought...
