Pop Up Menus apearing over Different Frames

I am trying to develop a site where by i have two frames (left for nav and right for content) - i would like the left to remain static and pop up menus to appear over the conent frame but the frame cuts over the pop up menu - i was wonder how i can overcome this problem???

this is amazing!!! even i am trying to get a solution for the same problem, but neither on the net is the solution available for it! ;-) nor any webdesigner i know, is aware of the technique...some UNIQUE problem this is, huh, I wonder?!!!
