It turns out that it can. It means that the hoster can unilaterally and without your knowledge add services (domains) to your hosting agreement (account). If you do not keep track of any strange manipulations in your account, you will pay for the renewal of someone else's domains. And with auto-renewal enabled, this is even very likely.
