I have the same problem but only with 3 extensions:
Pure PHP Upload 3
Add on Pack,
Image processing
It looks like with these extensions only that the installation is looking in the program files directory instead of the users->usernanem->AppData->Roaming->Dreamweaver CC directory.
I can see the xml file in the users folder but not in program files...
I have a screen grab which I can email or upload if required.
Any help please?

Hello Manuel,
Unfortunately we cannot recreate this problem on our machines. It seems there is a problem with your Dreamweaver (Corrupted Configuration maybe).
Please close your Dreamweaver, locate your configuration fodler: forums.adobe.com/thread/494812 and rename it to "Configuration1". Restart Dreawmeaver and reinstall the extension.

That did not work either. Just had to delete the config file and reinstall all extensions . This only happened with PHP upload. All other extensions updated fine
