Hello David,
Bootstrap 4 is a new version of the framework. It is not compatible with the old versions.
So far we've released the Bootstrap 4 (equals the old bootstrap 3 and bootstrap 3 extensions) and Bootstrap 4 Navigation (equals the old bootstrap 3 navigation).
The rest of bootstrap 3 tools will also be upgraded to v4 in the coming weeks.
