menu not always on top by scrolling

hello!i´ve updated to all latest updates. Now I have the problem that after login the menu bar does not stay up when scrolling is necessary. it behaves like a normal website, the top disappears when i scroll down.
so I have to constantly go up and scroll down. also two scrollbars are shown.
what to do?

Hello,
This is actually not a problem with the editor - In the current page layout your div that you edit is directly inside the body tags and that is why this is happening - the editor just fills up the wrapping container (in your case <body> </body> which is 100% height.)
Please create some wrapping div around the div that you edit and style it by adding width/height etc..

ok-did so, but i can´t scroll the box now by using the mousewheel.
only if i use the arrow down and up.
also the pencil is at the bottom??
