Hello,
You cannot edit the core css files of the bootstrap framework using the css panel, as they are locked.
All changes that you make need to be stored in a separate css files, and this file should be included after the bootstrap css file.

Yeah? But when I try to use Elements Panel to modify text or background, e.g., Elements does not allow me to make a change. It is just blank. (esp. in the Navigation area).
This makes it very hard to find and edit the exact CSS area because a selected area does not link to the corresponding CSS in the bootstrap.css. Also, the bootstrap.css does not show up in the active related documents unless you are using the Live view.
This method makes using the DMX extensions more trouble than it is worth :-(

You can style any bootstrap element the way you style any non-bootstrap element as i already explained in a separate css file, included after the bootstrap css file.
The bootstrap.css is LOCKED that is why it is not shown as a related active document. It is absolutely not recommended to edit the framework core files.
