Show / Hide Link Based on Existence of Related Records

I have a 'delete' link in (HTML5 Data Bindings). That link will delete a row in a table. That table has referential integrity set up on a related table which will prevent deletion of that row, if there are 'children' in the related table. What's the best way to hide the delete link if related rows exist? Or, how can I reference the HTML5 Data binding ID in my own code? Or how can I trap the SQL error returned to the app.
