override MIME types with code? -DUPLICATE

first, I apologize for the duplicate if you happened to find the other post (in the UD forum). I'm not entirely convinced that this is JS, but I need to explore my options:

the issue is simple in theory: when a resource is requested (by URL or link) the local browser compares resource file type to local MIME types and decides what to do with the darn thang.
ok, simple enough. but I need to over-ride that. i need to ensure that a file (.txt in particular) does NOT open in browser, but rather opens in Notepad.

Now, since the MIME is technically already set to notepad and we are really dealing with local browser interpretation, and given that I, of course, cannot control their local environment...

is there a coding/scripting solution that anyone is aware of that could force "application-x" "onclick" ??
