When I press F12 to preview in browser,it insists on taking over any existing browser windows, can it be forced to open an new window?

I had this conversation with a chappy from microsoft when i worked for a large ISP who said the f12 when used with the browser will call an 'open & refresh' command on the current browser session.
So I don't think so.
If anyone can do it, i'd like to know how so i can use it myself.
