Which technologies Dreamweaver use for Configurati

Hi!Anyone know which technologies was used to create the configuration system (JavaScript/XML) ?
By example, if i want to create an application in C++ with configuration capabilities like dreamweaver, is Microsoft .NET who give to Dreamweaver this capabilities or is it an invention of Macromedia ?
