Hi Hewissa,
Yes you can use <a href="file.doc">text</a> to create a link to your document, just select any text you want to convert into a link to a document and turn it into a link to a document. Use the folder in the property inspector and navigate to the document.
If you have a folder of documents with document names in a database you can use the same method except you select datasource to pick the link source from instead of the filesystem.
That is how I let visitors of our website be able to download the documents that others upload, they can upload whatever they want. And anyone can download anything, security is another matter.
