On the menu bar choose INSERT>>MEDIA>>FLASH and that should be it.
Silly question, but have you got flash player installed? cos if not then that could be why it's not showing up.

I do have a flash player, and I have done what you suggested, but it's no go in the browser. Hmm. I published the swf for html -- when I bring it into Dreamweaver I get a box with a little flash icon but no picture. I know this should be really simple but the fates are against me on this one.

In flash when you are happy with your movie , select FILE>>EXPORT then choose FLASH MOVIE(.swf)
Insert this into your page as I described earlier, the box with the flash icon should show up.
That is all you will get in DW, the actual movie will not play till you preview the page in your browser.
To preview the movie in DW (not browser) click on the box with the little flash logo to select it, then in the properties inspector press the play button.
