Frames can be used effectively but there are a couple of things to note.

It is more difficult to link to specific pages within a site using frames and for people to bookmark particular pages because the address remains that of the fixed frame.

For similar reasons search engines are thrown, a page of your site may be accessed from a link in a search result, however the link may open a particular page but not the frames that are supposed to accompany it, so the page may be missing the navigation elements to the rest of the site.

For example: www.tdsf.co.uk/tdsfdemo/ the link as it should be to the site with the frames displayed correctly.

www.tdsf.co.uk/tdsfdemo/TutorialHome.htm a link to a specific page without the top and bottom frame as it may be listed within a search result.
