Insert picture/jpg file into website

I am trying to determine the easiest way to insert pictures into a website from an administrative page. The intent here would be to have a detail page on a client that will collect personal information. Then allow a user to add muiltiple picutres of this client as needed.My initial impression is upon picture submission is to write the jpg file to a folder on the website and only write the relative path to the database. This way saving on database size.
Question 1 - Is this the best method or sould I write the image into the database
Question 2 - Regardless of where I store the image - can the image be dragged and dropped into the space onto the users form
The intent is to make it as simple for the user as possible. They will be low tech data entry types.
Looking forward to any thoughts or suggestions.
