creating a link "handle" without a lnk - question

hi y'all .
so i have a pcture and it is triggered to open in a new browser window from a thumbnail on a page - and i use the dreamweaver behavior for it - the problem is when a visitor rolls over the thubnail a "hand" that the cursor will usually turn to while rolling over a link , does not appear - instead it stays an arrow - how do i make it change to a link "hand" wih it not triggering a real link , but just a pop window browser action ? i tried linking it to the same page but it reloads the whole page and looks ugly ...

Better put javascript:; in the link section instead of #

Using # may cause the page to jump to the top (when it was scrolled down) when the 'null link' is clicked, which is often an undesired effect.
