What is the best way to maek a layout for a website:
do you do it in:
frames
tables or in
layers.

i cant figure it out, been surfing on the net for a while but diddnt find what i am looking for

Depends on your objective and your target audiences browser level - if you want to cover the most bases with one approach, I would choose tables.

I prefer tables my self.
Using layers can be a little difficult if you are still new to the layout and design of pages
