I don't know of a site or book covering all aspects for cross-browser page design, but I do know some good sites for some of the issues involved.

Regarding CSS handling, a good start is: www.mako4css.com
Regarding JavaScript handling: www.xs4all.nl/~ppk/js/index.html (very thorough site, I use it a lot)

And of course you will find lots more sites if you search the web.
