I have tried to create a template from an existing page containing frames as well as creating a template from scratch that included frames. In both cases I was unable to save the template - in one case only saved one frame, whilst in the other the Save As Template was greyed out. Is what I am trying to do legitimate.

Don't use frames. they're a sloppy way to make websites.

Use a server side include or something, anything else. You could even try templates.
