frames vs. tables???

As a newbie, I was just wondering what the purpose of framesets are when, to my knowlege, most websites utilize tables/cells for the overall layout. When I used framesets, the logo frame(above) and the Nav bar (left) remain static while the user can scroll the main content window. But most websites have logos and navbars that scroll along with the content. Can I achieve this with frames? If this must be done with tables, in what instances are framesets opted for instead? Thanx!

Never use frames if you can possibly avoid them - IMHO.

I don't think I could have created my site without the use of frames.
I am willing to listen though if anyone has any suggestions on a better way to do things than what I currently have set up.
