A pop-up menu on a template

All,I have a site that I wouldl like to use a template with. (There are over 400 pages and they each have to have the same menu structure on every page!)
Per my users request, I am using a pop-up menu for some of the navigation. The problems arise when I try to put relative links in the template that is applied to pages in different pages in the file structure. I know (now) that there is no way to "trick" the page into seeing the links as relative to the template. (does that make sense?)
Anyway, here is the URL of the site: web.dcr.state.nc.us/documents/comops/NCDCR/main.htm
The section that is giving me trouble is at the web.dcr.state.nc.us/documents/comops/NCDCR/countymaps/maps/chatham.htm level. The "Office of Archives and History" menu is the one in question. See how you get a file not found? See where it is looking? From any other part of the site, you can see these pages. Only on the county map pages is this broken.
Ok, so I tried to trick it into going to the right page by making the links in the popup menu the full URL for the page. That didn't work.
Can anyone help me!!
