Is it possible to open a popup window which then remains infront of other browser windows when they are selected.

I want to put an order form on a site that works like this.

Try the Advanced Open Window 2.0 extension from the lads here at dmxzone. There is a tick box option called "Always on Top" and that should do the trick.
