simple question about php upload pack...

Simple questions:1. Do I have to have Dreamweaver MX to use the PHP upload (not the asp.net) pack?
2. Is the upload pack to FTP files or just to copy them over an internal network?

P.S. you might want to put these answers in the general info about the product. I searched for over 1/2 an hour and couldn't find the answers to these simple questions.
