why not use tables, this will fix the problem you are having with screen res sizes.

Layers have an absolute top/left page coordinate, so they do not move when the screen is resized or when you change the screen resolution: they stick to the same top/left coordinate.
If you are using a fluid or centered layout, then it's the rest of your page that is shifting to the right or left when resizing the browser window.
