Select the image. In the link section of the properties box enter javascript:;
This will make the image a link and the hand will show.

I have the same problem. I dont think i'm doing it correctly. What exactly are you supposed to put in the link section of the properties box? ";"

the window pops up and i get the hand cursor, but i also get an error that says "the file cannot be found"

Make sure the file you would like to display in the popup window is there with the right path. Can you post a url?
Or send me your page with the page you would like to display in the window.
