downloading extensions

As an example, I've tried to download the PopUp link posted on October 16, 2003. It will not install, as a popup window tells me I need Dreamweaver 4 or higher. I have # 4. I have installed extensions a good while back without problems (like two years ago), but now I can't seem to install any.
Obviously, I'm doing something wrong or have forgotten how to do this.

This is a known Extension Manager bug.
Please try installing the extensions with Dreamweaver running.
(Don't forget to re-start DW afterwards!)
