Check the CSS Design with DreamweaverMX: Borders, Backgrounds, Blocks and Boxes tutorial by Molly Holzschlag here at DMXzone.

Free?

the code is free that comes with dreamweaver. The CSS panel, will allow you to do all that you ask and more, all you need to do is fill the boxes in when you select a TABLE tag to alter in CSS
