Create Tables in Dreamweaver

Hello,i allways got a little bit confused of how to create the layout of web pages
in Dreamweaver.
A. Could someone give me some information about this and include also the
difference between Layout Table and Layout Cell and when should i apply
each?
B. I am creating a web site where i display the content in 3 levels:
1. In the top of the web page i will put the navigation.
2. Under the navigation i will place an area for content.
3. Under the content i will place an area for notes and contents.
The area 3 will move down or up according to the size of content on area
2. How should i create this Dreamweaver.
Probably, layout with tables is basic but for the last 2 years i have been
working only with Flash so i am having problems with this.

Many options for this. I would use CSS as this is more valid in terms of accessibility and is much more powerful than tables.
www.w3schools.com/css/default.asp is good a place as any to start learning.
Good example can be found:
<ul><li> glish.com/css/ </li><li> www.bluerobot.com/web/layouts/ </li></ul>
