i need to insert a record into the table
if there is a record with the same information in it i want it to update the field that has the information in it or not to update the table at all

does anyone know of a tutorial or were i can see an example of this code ?-

Explain your problem a little better.

For instance what field will you be looking to update if already filled?

What database are you using, what scripting language?
