include file visibility

I have an include file which contains menus that will be on the top and side of my page. The include file is basically the background to my file. But the problem is, the include file shows up on top of the file it's included in. Is there anyway to reverse which code appears on top?

i dont really understand what you mean.

includes are processed first, and they're code IF pure code, will be executed wherever it is youve included the file.

if as you say the menu is a design element, then your code shouldnt give problems with positioning unless you have made the layout wrong.

please explain what you mean in better terms.
