I am new to dreamweaver and have created a site using a frameset. Everything works great except that if the user right clicks on the main frame to create a shortcut, it creates a shortcut just to that html page. Using the shortcut they will no longer have the banner and navigation bar provided with the frameset. How can I make sure that the frameset is always the shortcut?

I don't think you can. What you need to probably do is force the user to view the page via frames:
