body tags in template created pages

No there is nothing you can do in the template, this is one of the many annoying things about DW templates.. the body is locked out.
All you can do is detach the created page from the template in order to add your behaviour.
You could always do what many people here do and not use templates, instead create a page with all your stuff that you want on all your pages and just copy that page to create new ones, a sort of pseudo-template.
