Locked Head Content in Templates

Hi, I seem to be getting mixed messages from my research. I would like to know if the head content will be locked in all children pages associated with a template and what I can do to unlock this area so that various people working on pages can insert Meta Tags and any other code they might need to. unfortunately this is one of the drawbacks of DW templates, the head is locked.
what some people do, including myself, is rather than using DW templates, create a master page of what you want your template to look like and save it as master.htm or something and then simply copy that page when you want to make a new page and edit it with your different content, sort of a pseudo-template.

Thanks for that info, but I need to be able to make changes on what is going to be a large site with many people working on it. I also need to lock certain areas. I read about some code somewhere a while back but didn't write it down. Have you heard of java that can be inserted to unlock the head? I think you would have to do this for every page but that's okay. Thanks again S
